Clothing dates from early 1890's. One possibility is : Charlotte Judd Davids (child) with Maria (Cox) Adams in their home, which was probably in Racine Wisconsin in 1890. From 1897-1901, Maria (Emma) Adams lived 927 Main St, Racine, according to Racine historian Pippin Michelli.
After her father died in 1888, Charlotte was raised by the Adams family.
By itself, this identification seems reasonable, but the Adams family contained
3 other children Charlotte's age, yet the mantel does not contain their pictures.
Furthermore, Maria (Emma) Adam's great-granddaughter Pat Stephenson believes (in 2005) that the older woman is not Emma Adams.
Compare with an 1880's photo of Maria Cox
Also, compare with a slightly later photo of Charlotte
